You would go bankrupt in a hurry if you were just running down to the courthouse steps and blindly plopping down a half a million at a time.

I've been searching liquid and came across this post...Chemung County and a couple others here in NY just got approved for $500 million in revitalization money.

I wouldn't be able to call it a scam without being involved first hand, however, I don't know if any intelligent invest that would be giving close to a million dollars without vetting properly.
