They either toss filters out or we'd find them sitting in a closet after they moved.It's the 80/20 rule. 80% of your tenants won't even replace burnt out light bulbs so they won't replace air filters.

If you don't have a connection at all really and aren't that familiar with a rehab yourself then yeah maybe go with something that just needs a light painting and such and keep it as a rental.
