It only needs cosmetic repairs no more then 10k.  

I know that the finishes and details can make a huge difference in the cost but I am pretty handy so I am trying to understand the cost for general construction outside of the scope of cosmetic.

Turnaround is mostly cosmetic anyway. 

Upgrades, Newer Roof, Needs Minor TLC mostly Cosmetic Work and either service on the AC or a New One.

Then we began doing functional and cosmetic improvements.

They don't cost much.You basically want the house to have good systems (those are expensive to fix) and horrible cosmetic issues (paint, carpet, cheap easy to replace things).

Needs a some updating, cosmetic repairs, A/C.

I know of guys who do it routinely for lower cost than I do.

Mostly Cosmetic (painting, appliances, new carpet) on my end after it has sat for a year or two empty.
