He's referring to setting boundaries for your renters so they don't call or text you at all hours of the night.I recommend you keep communication in writing via email so you can read it and respond during normal business hours.

They'll start with reasonable regulations and then increase the regulations to make it impossible to operate your business successfully.  

Typically it should be Less than 5 business days

More importantly than merely creating an LLC is the documentation and how you operate your business.
