Are you going to give the tenants access or are you just planning to record in case you want to look at something?

I would like to have help finding properties (web pages or other strategies to find them) , help making a portfolio to show a bank when i find a good deal, access to banks and places that offer money for flips, and someone to review/remind me of things i might forget being new to investing.

California is a consumer state, so my guess is that the rules/laws are as liberal as they get in favor of the owner.As you stated, the lender doesn't HAVE to do anything, but I would think it'd be worth a call to the lender to discuss loan modification and/or document the process by going online and completing their form. 

Honestly man most of those companies, they make more money then they do on there real estate portfolios, and they use on online platform and you have a "coach" who has very basic knowledge. 

As Im not a realtor and have no realtor representing me, how do i gain access to seller (if at all possible even)?

I purchased BiggerPockets Pro so that I could do the analysis of properties I have found online and with the help of a real estate broker, and I even made my first unsuccessful offer to puchase a property.

Pretty much it is about using public information from county's around the US to gain access to the tax delinquency lists that County's provide.

Once I feel I have an appropriate rent price, I require all of my prospective tenants to complete an application through an online credit check & tenant application website.  

Its an online community similar to Bigger Pockets, but the topics are on all types of investments/finance (rather than just RE) and it's specifically geared towards towards doctors.
