I'm not a big fan of it, but if it's there, I'm going to use it, and I suggest everyone do the same.

If you only budget $500 but think you are getting a level of finish that is appropriate but they are just being cheap and you either have to replace frequently or it lower rent/rentability you lose.

There are other options, like adding a small vent fan to vent the crawl space to the outdoors, putting a dehumidifier in the crawl space, and having the crawl space "sealed" - basically spreading out big sheets of plastic on the ground and running them up the inside walls.
