Boston drove those areas up in value but looking at stats the area has been stuck in its current condition for as far back as I could find numbers.

There are 5 "chains" that provide furniture, clubhouse, sauna, rec room, shuttle transportation to class and local bars, etc. etc. all for around $450 a person.

Although it was stated that many people on Section 8 demand nicer units, there are a huge percentage of people that want and need to live in a certain area (lack of transportation, other family members, etc).
