My WAG (wild *** guess, as it's not my market) is that a retail $480k unit, minus $20-30k for renovation, minus $10-20k for sec8 tenant, plus add in your profit on the renovation, say $20k, and this thing needs to be in the low $400s.

You will not find NOI defined as 50% of gross rents.To the third part let's assume you have done the work and have a NOI that is not a wild *** guess.
