The employees who are permanently able to WFH may or may not move - there are a lot of factors (are they single or do they have a family, do they have roots in the city they are currently in, or do they want to move close to family elsewhere/go elsewhere for the excitement of it).

I'd say don't treat the symptom, find the root cause and work from that depth first; you might be thinking motivation is the issue...I think its a manifestation of a deeper matters, I'm not a doctor or anything, purely my two cents.

Having had one done recently with a camera inspection on the main line, the inspecting plumber noted that the pipe had tree roots on several parts of the mainline.
