Prior to placing the building in service, M pays amounts to repair cement steps, refinish wood floors, patch holes in walls, and paint the interiors and exteriors of the building.

It is nothing you can't fix by tearing out the walls and starting the re-finish over, but better to know before buying.Have it inspected.

The hardwood I pulled out had never been refinished and was still perfectly serviceable...but it was in a kitchen and pantry, and so it had to go.Hope I've helped convince you. 

Refinishing cabinets (and making it look good) isn't as simple as painting a wall.

If they are hardwood you could stain them darker and refinish them rather than replacing them.

I have YouTubed many DIY projects and have a few in mind to save some cash- refinishing cabinets, replacing fixtures, painting (outside of house), and a couple more.
