It seems to me though your short term objective is to get the HOA to take immediate action on the roof.

To newer investors, they may rely on their agents to act as the Chief Investment Officer, effectively thinking the agent will bring them only perfect deals that meet their investment objectives.

If they have been paying well under market rent for a long time they may have a hard time suddenly managing a place at current market rents.

@Chris Kay finding a quality, cost-effective contractor is extremely difficult:(There are thousands of contractors that are great talkers, but rarely perform within budget.Standard bait & switch is to lowball a bid, then once they get started all sorts of things "pop up" that somehow their bid didn't cover.

We have had duplexes with shared water, sewer, and trash billing, as well as shared driveways.The long term tenants act more like owner occupants, planting flowers, etc. and in some cases neighbors think that they are the owners. 

I’m currently in the process of searching for my first property, which I hope to house hack and eventually convert into a long-term rental.
