Other similar properties in the neighborhood rent for $900 but I have not seen the blue, green or pink bathrooms in them. 

I winterize a few houses for customers who winter in Florida , first I shut the water down at the street , then we drain everything , kill the electric to the water heater , tape over the breaker , blow the house out with a 125 cfm diesel compressor , then we have a 55 gallon drum of RV antifreexe and we use a air diaphram pump and fill the pipes with the pink stuff.

My self when I started was a project manager for a construction company and when I got my pink slip it caused me to go into  my construction company 15 years ago.

And with two 5 year-olds I just don't have the time to sell pretty pink bathrooms.  

The rules might be keeping the properties protected from renegade owners (Who may want to paint their fourplex bright pink) and thus allowing you to have increased rent.

Being born on a farm I tend to plant the right seeds in the right field and harvest the crop I desire.  

Once my phone does start ringing (soon, very soon) I will think of the possible 38K I could potentially harvest with every missed call!
