Each city’s approach can play a unique role, but zoning for higher density developments stands out as a powerful strategy, albeit a tough one to get passed.

Buy a TLC or "ungly inventor" and use some of the cash to do some renovations before or after depending on if the properties were "Subject to" or would pass an appraisal and had high ARV potential for remodel or build out.

Explain to them your plan and see if it is something that would be entertained and if so what the process will be.
