I do most investing outside the city in delaware county, but i would think there is an inspection they do yearly as a run though to check for smoke detectors and things of the like. ( at least that what they do in Delco ) when they are due, you'll know for sure

I would specify in the lease that tenant is responsible for snow removal and de-icing of stairs and maybe provide a bucket of salt to them.

Yes it is, it would likely be an expense under the de minimus safe harbor election.From a business standpoint I would question why you feel you need a system for a rental though.
