Ask the seller to contact the bank and obtain a history of all communications with the prior agent, all non-confidential internal notes, plus a copy of all documents transmitted by the agent and the date of transmittal.

Fees shouldn't be the guiding force in selecting the state for origination, IMO.You can search for the differences in state filings, look at Delaware, in DE the LLC members and/or organizers remain confidential, such is public information in NV.
