The basic operating agreement from the internet will keep you compliant with the law, but it wont actually save your business. 

Make sure it is legally compliant and includes whatever is important to you.

There shouldn't be any insurance penalty for PEX, it is the current gold standard and code compliant. 

Until the landlord registers a tenants rent with the Rent Control Office, and is compliant with the Rent Control Ordinance, the landlord is not permitted to raise rent.

There are some solutions while still employed, you will need some tax advise to remain compliant.

It also depends on what your doing - if stairs and hallways are not code compliant you do not have to bring those to code unless you start taking walls down etc. you typically only need to bring up to code those things that you are updating / modifying

Make sure to coordinate with your attorney and make sure you stay compliant with local laws.

Laws are different in every state so having a good business attorney to structure you companies would be the best way to stay compliant with your state laws.
