I'd say it's mainly the plumbing, the infamous "stack" and the cast iron drain lines and the galvanized water lines behind the walls.

If it's in a condo complex then there should be some kind of flood insurance for the building wrapped in, you would only need a "wall-to-wall" policy. 

It is one piece vinyl, but there are yellow color marks sip through .

But comparing rates on commercial (non standardized mortgages) is like asking what’s the price of carpeting without specifying the quality, type, color, installation, warranty or anything else.
