This potential buy needs a little work done so I need someone to come out and just do a general assessment of the property.

I suspect without money and active participation as LP, you cannot legally do what you suggest.Have you seen the underwriting?

What actions and/or credentials make a landlord an active property manager to deem rental income/loss active in CA?
