If you are looking to buy as an investment property, perhaps it's not a bad idea.If you are looking to buy a new primary with low down payment, in order to circumvent the DTI issue, you need to provide your lender with a lease and two months' rent for your departing residence at closing, so that the debt-to-income ratio is not an issue with your first home being counted against you when buying your second primary residence home. 

You can call the Georgetown Planning and Zoning department to even see if this project is real.

I would check with your local building department.

If they are a crime victim they should also go to their local police department's financial crimes unit, contact financial crimes where the fraud is based and call or go into their local FBI office and ask to speak to the duty agent. 

Your best bet would be to go back to the building department and ask them for clarification.

In the event of a failed inspection, the Santa Cruz County Environmental Health Department will be notified.
