Is the insurance you are using a national agency, or a local one?  

Experian (the credit reporting agency) needs to know who they are sharing the information with because there's a risk of fraud.If I asked them to run a credit report without proving my own identity, I could then use the applicant's information for fraudulent reasons and they wouldn't be able to track me down.
