The only thing I would add is focus more of your energies on finding another tenant. 

Have you considered doing any green to gold or OCS program to become an officer?

I've painted most of the home, replaced the flooring, turned the outdoor area from dirt lot to green grassy oasis in the city.

If you google energy audit / insulation you will get some nice results showing ways you can find stuff. 

It takes time and energy.
