technically it happens all the time, but real estate is less liquid thus its more obvious. ever try and buy a stock at a specific price and that price is no longer valid because the price changed.

They do try to find the MOST similar properties possible because the less adjustments they need to make the more accurate/useful that appraisal number is.

You can try PenFed -- they had halted lending on investments until 2024 so they may be lending on investments now. https://www.penfed.org/You can also do a cash out refinance.
