Don't mess with something that can kill you unless you are confident you are doing it safely.

I feel confident in my drive and ability to teach myself from reading content and just pulling triggers.

However, if there are a number of resources, maybe even a slide deck and recorded presentation of the plans, you can be fairly confident the city/county is moving forward with these plans.Hope this helps!

I had much more confidence, and you were right--- all they have an interest in is the actual property itself. 

I can't speak for the same for Terre Haute or Columbus, but I would feel extremely confident in Bloomington as a long term investment.
