The key benefit to a Dutch repayment schedule is that they are often easier to find, the approval requirements are lenient, they tend to close quickly, and the calculation is very straight forward easy to keep up with.

You have two choices - either drill a well, or get an onsite storage tank and have water trucked to it weekly.I think the price for the well is going to be much more than you're thinking, so I would check that out first.

If the property owner is a "long time childhood friend", then she may be willing to cut you a deal where she pays for the closing costs and/or she may contribute to any repair/remodeling work that the property may need.Once you move in you could house hack and start saving money so that you can acquire more properties.
