Overall, if you aren't meeting the 1% rule, I wouldn't do it, but, of course, there are exceptions to the rule.

And only 1 of them is of a known brand (American Standard) and it's close to $700 and has a 1.28 GPF rate, which I don't like - prefer 1.6.  

The lot will have to be zoned for multi-family and the structure will have to meet code.
