If you are already renting, I would be surprised that your property management company hasn't required you to get one already as they may become liable for non-compliance.

As for your particular situation, due to the fact that you changed things, not just returned to original condition, and it's exterior landscaping (maintenance, not damage), I would be hesitant to charge for that.
