For a quadraplex in a C class neighbourhood, where appreciation would be unlikely or marginal, we would expect a higher CoC rate of return (12% or better) once the property was rent-ready.

They pretty much all require egress ... even in places where they lock the doors once the workers are inside, the buildings are constructed with egress.But whether you are 10 stories underground or 50 stories in the air egress may be of marginal benefit.

If the building won't cash-flow at $100+/door (for something in the 11-24 unit range) once stabilized, I would consider it marginal and, unless there were other compelling reasons (land provided opportunity for further development; it makes a great forced appreciation play, etc), probably pass.
