Those are not negligible costs, especially if the site required retaining walls or hauling dirt in/out. 

Again, they are wasting your time and money. 

Or, I could start with that, do the repairs and refinance into a 30 year loan, pull out most of my cash invested (hopefully) and cashflow $300-400/monthThe only unknown for repairs is the basement appears to have mold on all the walls. 

They make vinyl tiles for the wall.

There were a million nail holes to fill and cracks in most of the walls to fill.

So 5 years ago I decided to use that wasted equity sitting in these paid off rentals and put it to use.

Then I realized all the wasted equity in those paid of properties was doing absolutely nothing for me.

5 years or greater is too recent and will result in a lot of wasted mail and money.
