The federal government also regulates interstate commerce, so if it were to find that rent increases were having an effect on interstate commerce (not just people moving from state to state, but in general), it could regulate rents. 

Or should I try to find a deal now and start the loan process?

If you find it to difficult at that point, then investigate getting additional training
