Ordinarily they would just sell the home and pay the mortgage off at closing, but they would like to keep the home as an investment property.  

I had an real interesting Escheat situation quite some time ago when VA started that program up again to put nonpaying RE parcels back into the plus column.

NC has a grant program for underground tanks but it is poorly funded.
