Hot neighborhood, Ugly Street

Hi BP community,I have 2 lots in a hot neighborhood that I'm getting for 1k.The thing is (and there's always a thing when you're getting something for super cheap is, these 2 lots are directly across a street from a very unattractive substation or electrical station.I feel pretty confident that I'll be able to rent bc of the neighborhoods location and the surrounding the blocks have beautiful houses.My Questions Are:1- I'm trying to get comps so I can build on this land but how do you take into account this ugly structure, nothing on this block has sold recently.

Coincidentally, I actually was in the area today showing condos in the Miraleste Pines development; I was surprised to see several 2 bedroom units on the market ($354k to $389k) in a development that is literally a half block from Palos Verdes.
