David - Think of Section 8 tenants as another longterm tenant profile where you don't care if you're getting an S8 tenant or a market rate tenant (paying their own rent).  

So as not to risk busting any particular SEC rule I would suggest you might start looking at the the profiles of a few of the people who have responded to your post.

The risk profile can then partially change for the lender and having  a foreign buyer.  2 big points is lenders want to know where the money is coming from to make sure it is not laundered.

The renter profile will be similar to an apartment renter which often times have less stability and longevity.

I am using the BRRRR strategy with this property and will update the deal in my profile once it is complete.
