There is probably a clause titled "Defaults and Remedies" In my area contracts typically say if the buyer defaults the seller's sole recourse is to keep the EMD as liquidated damages.

I just closed on a house that did not have  the power connected nor the water.

Close to intown I see crazy prices that are not sustainable, lot's of old houses falling apart with lipstick on them and over valued, high property taxes, aging county and city water and sewer systems (some 100 years old), etc.It's just not my cup of tea but other people love it.

Old landlord only had a $500 deposit which is nothing compared to how much a uncontrolled dog can damage the property.  

Building a whole subdivision or a large multi-family would be a different issue when it comes to water.
