Once you have hit your target rental income, payoff all the mortgages and enjoy. 

You have to be careful of what you spend and target the right keywords for the best ROI. 

You should establish a target budget and timing and have him work toward those and track closely.  

If you need to narrow it down even more, target older people who may be more motivated to sell.
