I've found a retired contractor through BP that gets a HML for 75% of project and uses the cash from myself and another investor for the other 25%.

Show her the invoice from the contractor.

That is providing the existing wiring is sound.In PA there is no licensure for electricians, however there is a Home Improvement Contractor license and insurance that should be carried.

Even the folks who you might want to rent were either not financially qualified, credit scores below 550, or had criminal records.So far, I have not found Waterbury to be viable for investing in real estate, for short term projects.I swore not to buy another one in Waterbury, however, one of the contractors I hired, has asked me to partner with him on some multi-family homes, but I am not convinced.  

If, when you do your inspection, you find items that need to be addressed then you either cancel the contract or negotiate an even lower price.

That way once I have a good idea of how to fix something, I'll know if a bid is too high if I choose to pay a contractor to fix something.
