They could easily be living within their means and just not saving for their future (admittedly, not ideal, but also not necessarily the makings of an unreliable tenant).

Ideally try to get the unit metered separately, sometimes this is possible and it allows you to have the tenant cover their own utilities.

Ideally tenants should only put TV on the TV stand or on the floor in the rental places.  

As for the reissue rate, I have not personally asked them because most of my deals are wholesale deals, and of those many are distressed sellers, and I think to qualify for reissue rate the sellers must have own the property for X amount of years 10+ and have had a recent title policy issue on the property within a certain amount of recent years within 10 I deal with a lot of heirship properties so a lot of my deals don't qualify.

I think the market i'm looking at is far enough away from you, but now i'm about to go google to see if anyone has done the same around my ideal market :) 

Well and septic aren't ideal for a park that small.

Ideally, you would want to just find your dream real estate investing team of professionals with personal experience in the same category of investing you are personally in.

Ideally I would want the title cleared without costing an arm and a leg.
