The official zoning is C-RS (commercial rural service) but as the home was built is 1919 so it is existing, non-conforming and can be used as a SFH or commercial business.

Seconded that you need to make a policy and stick to it.Note; service animals are not pets, in case it comes up down the road for you.

I believe the application & requirements (regarding preservation) are close, if not identical, and would allow you to qualify for both. 

It will be rental ready after paint and staging, which I will pay for and my partner will provide the painting and staging services.
