I may be paying $30 more on my payment but that’s better than the alternative that could have been $100. 

My lease is 10 pages long; tenants are adults who may choose to read the material or not.If It turns out that I'm wrong about the way people will behave in this crisis I'll suffer the financial pain, admit it, and adjust my policies accordingly.

Also, double your timelines for construction, and add in contingencies for cost of materials increases for the short-term.
