I revommend going with one that you feel comfortable with and that operates as close to a traditional lender as possible, as they are unlikely to fund anything that is too risky.

The homeowner is not benefited if their house is already taken back because of taxes, but if you get to them before the 'foreclosure' you can possibly purchase it and if there's room, they might get a little cash over and above your purchase price.
