I revommend going with one that you feel comfortable with and that operates as close to a traditional lender as possible, as they are unlikely to fund anything that is too risky.

I would possibly make the sale contingent upon being able to get the permits to pass.

The homeowner is not benefited if their house is already taken back because of taxes, but if you get to them before the 'foreclosure' you can possibly purchase it and if there's room, they might get a little cash over and above your purchase price.

The most important thing is to find out as much as possible about the seller, why he is selling and what his future plans are.

Something that I have been pondering for a while now is the possibilities of building cheaper.

If possible, I would recommend making friends with the property manager who manages the condo association and see if you can get some of their contractor contacts.
