My understanding is that zoning ordinances are law, enforceable by such, and CC&R are voluntary agreements, a civil matter.There is multifamily already permitted to build on the property and I know city planning and permitting departments are not privy to CC&R's.

I get referred to a local credit union's commercial department, they do an appraisal and low and behold they tell me the property appraised for $86,000.

@Joey Freda your best resource will be the Rhode Island Association of Realtors.I'm not sure if you can do the pre-license classes completely online, but at the bottom of that page is contact information where you can definitely find out the answer on that.For the full list of requirements to become a RI real estate salesperson see the RI Department of Business Regulation Real Estate section, especially the Requirements/Application for Real Estate Salespersons doc.I think there's a lot to be said for doing the pre-license courses in-person but if you're dead set on online classes only, RIAR isn't the only provider and you could contact some of the other ones on the DBR approved schools list.Just be sure that they actually offer pre-license courses (as opposed to continuing ed courses) online.
