I tell agents that scout for properties for me that I'm quite happy for them to retain the full 3% commission on the buy side and that I will list the property with them once I'm done with the rehab at a commission of 5% (3% to the buyer's agent and 2% for my agent).

It will buy some goodwill (if you even want to retain this tenant), give you some control over the aesthetics, and it will cost you a lot less than the time it takes to argue with him and write this post does.

Once you get her in person, then ask for the lease agreement that you have not received yet and if she dances around it (I would expect she would), then straight up ask her if the rent increase is the issue and how you can work with her, if you want to retain her.
