Would it be smart to take over the property,do all the minor repairs myself to make it liveable for a tenant and get the ball rolling on rent and save up capex to do bigger repairs later? 

They will have a mentor that will work with them and connect them to resources (credit repair/employment/childcare/education/etc) so that by the time the balloon is due, the tenant will be able to qualify for a mortgage.

Having cleaners is great, but there will still need to be “boots on the ground” people for town inspections, repairs, responding to guest emergencies, taking out trash, etc.

You never know that you might need those funds to fix/repair the house once you acquire it.
