But I saw today that a good portion of this number is people seeking second (or even third) jobs just to get by.Numbers can be massaged any which way.....we must stay focused on reality.....

Because of these (and many other) reasons, you want as many eyes as possible (including your own) on the property before you pull the trigger.

No sense in driving for dollars if you're not ready to pull the trigger on a good deal that comes of it.

Since you're not going to pull the trigger until a year that's when you should be looking at the data for whatever A/B area you choose. 

While there were many factors that attracted me to the deal (location across the street from Pittsburg State University, rents drastically below market, an attached vacant lot with huge value-add potential, and reasonable sale price), what made me pull the trigger was the opportunity to turn a fellow investor's problem into an asset.

If you keep it as a rental then after a couple of years you would be on the hook for any long term capital gains taxes the sale triggers.

One of the reasons that the city is probably being illusive with regards to the timeline is because it really does, truly depend on where the property is, what overlay districts you are in, which departments are triggered by the scope of work you are trying to do, and what your scope of work actually is.

It's typically triggered by a pretty significant loss, but doesn't always have to be.
