You should visit Tarrant Reginal Auto Crimes Task Force, and they will read everything to you, and I hope you will understand it.Rubbish.  

I read the laws frontwards and backward then speak to a real attorney in the specific state I'm renting them before I do anythingMI would recommend you do the same

I know people say look on BP, do your reaearch, read blogs,etc... but at this point there is info overload out there and I don't know where to start.

I have been reading tons of books and learning different building codes to start learning the dos and don'ts or REI and construction.

I will assume you have not been a landlord very long and have not bothered to read/learn your state landlord tenant regulations.You own the property, you have not only the right but the obligation to maintain it.
