I would guess so, since there is added value in the privacy but maybe that is not the case in practice.

My advice is to use a service that is mitigating the risk through standard fraud practices. 

I have worked in TX, KS, and MO and totally agree that laws, guidelines, documentation, and typical practice varies quite a bit. 

I understand that this is more/less standard practice in wholesaling.
