Here is one strategy I am aware of - the contractor would put together a budget beforehand for your review. 

In most areas, you also have restrictive covenants (HOA) so any time you want to paint a property different color, you have to submit that paint color for architecture review.

Some lots are in bad locations and the only person that will buy it is someone wanting to custom build.

You can just ask them to customize it for you and provide it to you in Word if that's how you want it, though you probably won't want to change it too much (beyond the basics like address, rent amount, dates, etc).
