Considering the number of gunfights that have occurred where the criminal wasn't stopped even after many center mass hits - lack of ammo capacity is definitely an issue (at least for me).In one recent case, a police officer shot a criminal 22 times, including 15 center mass hits, before the criminal was stopped.
