You should read up on the subject as much as you can (J Scott has a good book on this) in order to get a better idea of the general price of repairs.

In working to get insurance, I found out the home was not insurable and I wouldn’t be able to complete the repairs in under 30 days to get it insured because it is currently tenant occupied until the end of the lease.I notified the wholesaler that there are some issues here and I would either need to buy it with cash (as intended) and leave it uninsured while hustling to do the roof, AC, and electric panel in under 30 days (a little tough to do with the permitting of a roof in Brevard county, FL right now).He said he’d check to see if any other buyers were interested and would “consider” refunding the assignment fee.

I assumed ~$1200 in repairs annually (this may be where I underestimated, how do you usually do repair estimates?)

Now if you have an older house in not great shape, then you may get several maintenance calls throughout the year and need a network of people to repair your property. 

They'll want to know the extent of repairs being done, budget, time frame, etc.

The problem with low end properties is the relative cost of repairs.

Your property taxes and repair expenses seem low and unless this is in the Seattle metro a 5% cap rate isn't the greatest on a triplex. 

It looks like a collective amount of garbage around the outside and has maybe $60,000 in repair cost, and the ARV is about $200,000 but I don’t know how to factor in the code violations!
