I would expect a big property management company to get a discounted rate with various contractors or maintenance people... charging you a "consumer" rate or slightly below it while they only pay the discounted rate is how they make their money. 

People who live there do not make enough, or vice versa. 

I would recommend you reach out to the people who are doing it on-market. 

Sooooo many miss this simple SIMPLE fact.

Perhaps you missed the portion where I explained that it sounded like the LANDLORD didn't communicate well likely causing the tenant not to feel comfortable responding.

I know of one builder that digs their heels in because honestly they can, they have lines of people buying their units so there is no incentive to give discounts.

For me its the following1. copies of my professional licenses  so people can check up on me.
