If you, or anyone involved in this transaction go over to the property to "reason with the tenant" you in in turn can literally be sued by the non-paying tenant for harrassment and right now until December 31st the tenant will win that battle.

How to Win Friends and Influence People by Dale Carnegie - great book that taught me simply how to talk to people; no one has the same personality and this book helped me understand different ways of communication.Never Split the Difference by Chris Voss - really good book about different negotiation tactics that can be transferred into RE, or any area of life.Extreme Ownership by Jocko Willink & Leif Babin - I literally read this book all the way through last week, and started it over again, this time taking notes.

It clearly says that cities and counties that pass vacancy control laws must allow landlords to raise rents up to 15% before the local laws can start restricting the landlord.My second point is that Prop 21 is literally a re-writing of Costa-Hawkins.
